Paid sponsorship offers appear directly in your StreamElements dashboard - but their own eligibility FAQ is explicit: "We do not currently have a direct invitation request system." Eligibility is fully automated (language/location match, channel activity, concurrent viewers, brand safety, ToS history) - there is no minimum concurrent-viewer requirement, but you cannot apply or ask for an invite, only improve your odds and wait.
